Pendampingan Pemerintah Provinsi Papua Dalam Penetapan Lokasi Pembangunan Pos Lintas Batas Laut (PLBL) Kota Jayapura

Abstrak

The assistance provided to the Papua Provincial Government regarding site selection for the Jayapura City Maritime Border Crossing Post (PLBL) was conducted to support a comprehensive process of identifying and assessing the feasibility of the site. The analysis covered spatial planning aspects, physical and environmental conditions, accessibility, socio-economic factors, service requirements, supporting infrastructure, security, and institutional arrangements. Three alternative sites were evaluated based on land suitability, geographical conditions, accessibility, infrastructure support, cross-border service potential, environmental risks, and community acceptance. The assessment process involved discussions and Focus Group Discussions (FGDs) with the Border Management Agency, the Regional Development Planning Agency (Bappeda), the Public Works Agency, the Naval Post, district and village governments, and relevant technical agencies. The evaluation and cross-sectoral discussions resulted in a consensus that Alternative Site I was the most suitable location for the PLBL. This site was deemed to possess relatively stable physical conditions, favorable topography, superior accessibility, spatial planning compatibility, and opportunities for integration with existing infrastructure and service networks. The selection of this site is expected to support improved connectivity, cross-border services, and security, as well as the sustainable development of the border area.
